The purposes of this evaluation were to judge statewide capacity building efforts and to provide recommendations for the staff and partners of EETAP, NEEAP and U.S. EPAs Office of Environmental Education to make informed decisions about where their next capacity building efforts should be directed.

Some of the issues addressed were:

•  To what extent have states achieved state-level comprehensive EE programs as a result of EETAP services?
•  What role have state plans played in developing a common vision for EE and a plan of action for implementing comprehensive EE programs?
•  To what extent have states used EETAP capacity building programs and services (i.e., how have state increased their capacity building skills, programs, activities, and/or services to provide statewide EE)? Which of the EETAP capacity building services have been the most effective in terms of their ability to help states build capacity for EE?
•  What additional capacity building service do states need?
